      - receives initial data on planning;
      - holds a tender on determination of project documentation on building executor;
      - places order and concludes contracts on design and survey works execution;
      - ensures co-ordination and approval of project estimation documentation in
        established order;
      - guarantees conducting of public expertise of project estimation documentation;
      - receives permission on the object building;
      - guarantees construction according to the project estimation documentation;
      - performs object delivery and kitting;
      - holds a tender on determination of contracting organizations on the object building;
      - makes agreements with contractors agencies on conducting building-and-mounting
        works as well as balancing and commissioning;
      - performs technical supervision of construction, signing covered-up works acts
        and other documents concerning quality, due date and cost of works;
      - performs calculations of performed work with contracting agencies.
